In every version of Premiere, I've noticed there is that button for Templates, but it's empty. It never concerned me enough to ask this question. I just shrugged my shoulders and moved on. That may not be helpful, but perhaps it will give your post a bump.
P.S. Where do you even get the option to install Library templates in CC? I recall CS4 and CS5 had many options on install, but since moving to the Cloud with CS6 a year ago, it seems every program is pretty much option-less.

The installed Presets folder needs to be associated with Pr CC. In Windows that is at C:/Program Files/Adobe/Adobe Premiere Pro CC.
That link mentions CS6. Before I download it, is there a better link for CC?

If you use me as the first pro CC, simply, after installation copy the contents of the preset folder and put the 3 files (styles, templates and textures) in the case of Premiere Pro preset CC. (c :/ program / adobe / Adobe Premiere Pro CC / Preset /) then Premiere Pro CC recognize the library.
