Sorry you're having trouble.
The first thing I noticed is that your source file is 60fps and the preset you are using is for 24fps. You might want to use a custom setting that matches your source sequence. I could not locate any presets for 60fps video. You have to create one.
You can also try 1 pass VBR instead of 2 pass VBR in Bitrate Settings. I have heard a few complaints about 2 pass VBR encoding.

victoriavanpatten Aug 22, 2013 3:07 PM (in response to Kevin-Monahan)I didn't change the frame rate, but changing it to one pass did fix the issue. Do you know why 2pass would produce issues in CC exclusively?

victoriavanpatten Aug 22, 2013 3:10 PM (in response to nw42)The presets, while identical in settings, were the presets that came with each respective version of Encoder, so I wasn't using older presets with a newer Encoder version.
I did as Kevin suggested and changed to 1 pass VBR and that seemed to solve my issue, though why I am still uncertain of, because that seems like something like that would produce errors in both versions, but for some reason it only does it in CC for me.
