Using Windows7 MSIE 10 - removed Flashplayer using tool but no "Download" button to install

I've been unable to view videos on you tube - blank screen.  Also You Tube video icons are missing.  So I followed the trouble shooter suggestions including using the tool to remove Flashplayer but when I went to the "Install" page, there was no "Download" button.
