I tested it on Mac OS 10.8.4, I was able to create the projects of this resolution and higher.
Can you please tell the complete version of Captivate you have? (help >About Adobe Captivate).
Have you tried recreating the preferences of Adobe Captivate in order to fix this issue? or Tried a different user Account (admin)?

I'm currently running on the admin account for this computer. I remember this was the focus of many a support call, as I was instructed to log out and log in about eight different times just for the issue to persist.
In response to my original support call it was stated "we requested you to enable the root user and then try to create the desired project", though I've had the root user enabled and am currently operating with it enabled and it has made no difference.

AnitaHorsley Aug 23, 2013 1:36 PM (in response to victoriavanpatten)I have mac book pro with almost same specifications. 8 GB memory. I don't have issue creating project with those specifications. Captivate 7. Have you tried cleaning your preferences in the Utlilities folder?

This is clearly an issue. I have exactly the same issue and am currently awaiting a resolution from Adobe.
I have been given many suggestions to fix this by Adobe help, including that of Varun above but as with others with this issue no fix yet.
Can't help but think that there is a compatability issue between Captivate 7 and 10.8.4!
