I have Windows 8 and IE 10. when I try to install Flash Player, I get an error message that it is alreay installed, but I cannot play videos.

Flash Player is preinstalled on IE10 / Windows 8.

I went through all of the steps. I get stuck on checking to see if it can be played in Desktop Mode. I can't seem to get the Tools Menu.

Actually, I am in Desktop Mode. I get the message to install Adobe....it starts to install and I get the following error message:
The Installation encountered errors:
Your Microsoft Internet Explorer Browser includes the latest version of the Adobe Flash Player built -in. Windows update will inform you when new versions of the Flash Player are available.

If it is pre-intalled, or built-in, why does it try to install Adobe Flash Player everytime I click on the video?

As I wrote: Flash Player is already installed on IE10 / Windows 8.
And you made sure that the add-on is enabled?

Yes, when I select "Shockwave Flash Object", my options are "Disable" and "Close".

No, it is not checked in the Tools drop down list.
