-How to Extract the Library content to the Library folder
-Extract the zip file that you just downloaded. This will create a .7z file
-Extract the .7z file to create a folder based on the language you selected.
-Copy the contents of the language folder (eg. en-US) to the following location:
-Windows: C:\Program Files\Adobe\Adobe Encore CS6\
--Library folders will replace the existing Library Folders & Files
--Place into Windows: C:\Program Files\Adobe\Adobe Encore CS6\Library
--you will now see "many" sub-folders under the Library folder

That page contains 3 important links:
Download and installation of Encore;
Functional content (in 2 steps); and
A CC/Encore CS6 workflow.
That page does not provide the FAQ link John provided that discusses the decision not to upgrade Encore to CC:

In the context of Adobe's commitment elsewhere to keep the CS6 apps viable [edit: Joe's post], we can assume that Encore will remain available indefinitely - unrevised and not updated for future operating systems. But it has not received the same support as other CS6 apps - and will not be updated to CC.

Stan Jones Sep 4, 2013 5:38 PM (in response to joe bloe premiere)There are known bugs. There has never been much official acknowledgment. Because Encore was built on/licensed from Sonic/Roxio/Rovi, it has always been hard to judge what Adobe could independently fix and not.
