I can't download Flash Player.  Once I get through Step 1-downloading the file-my progress is halted.  Any thoughts about solving this problem?

Assuming you use Windows and IE (you didn't indicate)

Download the Adobe Flash Player installer directly by right clicking the following link and selecting "Save target as".

Flash Player for ActiveX (Internet Explorer)

Save it to your downloads folder and close Internet Explorer. Reboot. THEN run the installer.
