Cannot install flashplayer, windows explorer

I am having trouble downloading flashplayer. It won't get past the initialisation stage.

I am trying to download it in Windows Explorer, Version 7, 32 bit. I enabled script as the instructions have said, and again in Trusted Sites, however, it still is not allowing me to download.

Download the Adobe Flash Player installer directly by right clicking the following link and selecting "Save target as".

Flash Player for ActiveX (Internet Explorer)

Save it to yoru downloads folder or the desktop (your choice, but make sure it's somewhere you can find it).

Reboot your system.

BEFORE opening anything else, open the downloaded installer and run it.
