I am unable to complete the download. It says I need to close Internet Explorer which I do and then it still will not download.

Flash Player for ActiveX (Internet Explorer)

Save it to your Downloads folder - DO NOT run it yet.

Reboot your system.

BEFORE opening anything else, locate the installer and run it.
