design view does not work 4.7

When I begin an old or new project the design view tab does not appear.  I cannot add graphical components nor invoke the design view.  I am running windows 7 64bit

I am running the same OS and I am experiencing the same issues.

Also when I go back to Flash Builder 4.5 design view tab is appearing.

Also From Windows > Show View > I have no components tab in Flash Builder 4.7.

Could this have to do with Flex SDK install issues by chance?
