Shockwave is enabled but is still unavailable

I am unable to use adobe flash player. Shockwave is enabled however it says it is not avaible. How do i make shockwave available to use the flash player again ? I am using Windows 8 and Internet Explorer 10.

Yes, I have tried all of those options.

And ActiveX Filtering is disabled?
