Why do I get Newer Version installed,when I dont have one

I have no flash player intalled (i uninstalled it due to error showing when updating)  but each time I try to download i get the above message currenty on windows vista

It wasn't uninstalled completely.

Download the  Flash Player uninstaller

Save it to your downloads folder - DO NOT run it yet.

Download the Adobe Flash Player installer directly by right clicking the following link and selecting "Save Target as".

Flash Player for ActiveX (Internet Explorer)

Save the file to your downloads folder. DO NOT run it yet.

Reboot your system.

BEFORE running anything else, locate and run the uninstaller to completely remove Flash Player and then, run the installer to replace Flash Player.
