won't install

I have tried about 20 times to download and install flash player.  Everytime when it gets to 47% it says a newer version is already installed.  When i go to trouble shooting it says to remove it, problem is when i go to the control panel i don't have adobe flash play listed so i can't uninstall it.  When i go to manage add ons i do not have shock wave listed so i can't enable it.  And when on adobe site and click the button to see which version of flash i am running it says i have so flash player at all.  So why then when i try to install flash player does it stop the download and tell me i a newer version is install, if everywhere else it says it is not?

I have windows and it is windows 7, and I am using explorer

Download the Adobe Flash Player installer directly by right clicking one of the following links and selecting "Save Target as" or "Save Link as".

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

Save the file to your downloads folder. DO NOT run it yet.

Reboot your system.

BEFORE running anything else, run the installer.
