Can't access Flash Player in Windows 8

Even though Flash Player is supposed to be installed with WIndows 8, I still get an error message when I try to view an item that requires Flash.  I have gone to "manage add-ons," I've disabled then enabled Shockwave Flash and I still can view the item.  What am I doing wrong?

I disabled Active X Filtering and was still unable to open.  But then I tried it in Firefox instead of IE and I was able to view the item.

It says that I need to install Flash Player 10. But when I click on the icon, I get the page that says it's already installed with Windows 8 and that I should enable Shockwave Flash and disable Active X filtering. I did both of those things in Internet Explorer with no success. Was only able to view my slideshow when I opened the website in Firefox.
