Flash Builder 4.7 does not update

Hello I am trying to update the flash builder 4.7 after installed and it does not update, I'm running it as administrator and it searches for updates but when he arrives in 50% of this post:

'Contacting Software Sites' has encountered a problem.

Unable to read repository at http: \ \ aesplugins.adobe.com \ aes \ tooling \ plugin \ 10.0 \ content.xml

Connection reset

Does anyone know how to solve this my internet works normally and I use Windows 8.1 rtm.

Ditto: same problem for me also - using Window 7.

Also

1.) Design and Source View buttons are missing.

2.) No Components Panel. Window > Show View > HAS NO Components

I went back and opened FB 4.5 and everything seems to be there and working, (Design and Source View buttons and Components).
