Flash Player will not install

I keep getting a message to update Flash Player. I have been through all the steps I can find re:enabling java script etc. but the install stops and says I must close Internet Explorer and the install will continue automatically, it does not. One screen I've come to allows me to "retry" but it just keeps popping up message to close IE, which is already closed.

Download the Adobe Flash Player installer directly by right clicking one (or both) of the following links and choosing "Save as".

Flash Player for ActiveX (Internet Explorer)

Flash Player Plug-in (All other browsers)

Save the file(s) to your downloads folder - DO NOT run anything yet.

Reboot your system.

BEFORE you open anything else, locate and run the installer(s).

says install was successful but still does not work. Adobe test page says not installed or not activated.
