it's been removed from flash cc. you can still use flash pro cs6 which has a deco tool.

What a shame.
Basically, almost everything I paid for in every version I have purchased over the years.

I would stick with CS6 or later and call it a day.
Why would Adobe remove features? I thought the idea behind CC is that we always have the best version available. I'm a student, and buyingthe full version isn't an option. That's why I subscribed to CC. Not cool, as half of my assignment uses the deco tool.

use flash cs6.
if you have a creative cloud subscription, you can download and use it by logging into your creative cloud page, clicking the flash cc download and look for the combobox that lists flash cc. click and select flash pro cs6. then click the download button.
Thank you for letting me know about the CS6 option but why in the world would Adobe get rid of a tool?

I think CC was a total rewrite, using new engineers from India. I think they just had to prioritize according to what that team could handle in the time frame available.
This is actually the first time I needed the spray tool lol. I'm sitting there looking for it like an idiot only to find out they got rid of it.
I don't know, I mean, they could have at least told everyone. Like when you open the program for the first time it can say:
"Welcome to Flash CC. The following features are no longer available: blah blah blah"
That's not so hard, is it?
Great. Thanks Adobe. You outsource American jobs and the user ends up with a lesser product.
