Posting An Image From Front End

I have a page where users can post information from the front end. Everything works fine except the image box doesn't let them browse to load an image. What is the best way to set this up for the user. Also is there anyway the user can crop or resize image etc.? Any help would be much appreciated.

Guessing this is a web app. In the web app settings you have not clicked the "allow file uploads" option in it.

I have clicked the file upload button and no option comes up to upload file, just the form box.
