What are the full specs. of the problem AV file(s)?
When you checked the video driver, did you check on the nVidia Web site, or let Windows tell you, if you had the latest version?

The script for your answer has already been written I believe.
The answer should be in rolling back your NVIDIA video card driver version.
Please check out the recent experiences of several Premiere Elements 10 users in this regard.

There has been a recent nVidia driver, or two, that have caused some issues with some Adobe programs. The same thing happened about 4 years ago. In those instances, rolling-back the video driver is usually the "fix." That is why I keep older versions in archive - just in case.
Not that long ago, AMD/ATI had several drivers, that were highly problematic. It happens.

The interesting point is that these reports are coming in from Premiere Elements 10 users exclusively with these NVIDIA video card driver related issues. Please refer to thread cited for the details if you have not already.

I would anticipate that nVidia is working on an updated driver, and hopefully it will not pose the problem, that the current one seems to - though if only PrE 10 is affected, they might not be getting much feedback from nVidia users.
Back when they had issues with two of their drivers and several Adobe programs, it was a change in the default for two 3D modules - one for nVidia 3D goggles. Those modules were set to ON as the default. By the time we found out what the issue was, nVidia had introduced a third new driver, and the default for those modules was set to OFF. Unfortunately, it took awhile to track down the cause, and by that time, a new driver fixed things. Still, until the problem was sorted out, a roll-back also fixed things in those Adobe programs.

I cannot recall reading, or hearing of something that was done differently by Adobe, in PrE 10.
Only display changes in Premiere, that I recall, were about Premiere 5.0, or 5.5, when Adobe dropped Direct Show (this was before either PrPro, or PrE), then the change in PrPro CS 5, to incorporate CUDA support for MPE (Mercury Playback Engine). That was developed in sort of a joint venture between Adobe and nVidia. Now, that was about the time that PrE 10 came out, but as PrE has never had CUDA/MPE, I highly doubt that nVidia did any work with it.
I just cannot imagine what would have been that different in that version of PrE?
