I would like to know why Adobe no longer supports Flash Player upgrades on mobile devices?  I am an avid FV2 player and can't play it on my Samsung Galaxy Tab 3

Because ANDROID dropped ALL support for Flash last June. The "logic" behind the choice was that Flash content is very processor consumptive, and it "eats" batteries long before their time is due.
