Why does it keep saying that internet explorer is open and can't continue, when it isn't??

I have been trying to download adobe flash player on my computer.  It gets to about 50% and says that internet explorer is open and that it needs to be closed, however internet explorer isn't open. Very frustrating. My computer is run on windows 7, with 64 bit using internet explorer.
