Edit>Enable channels is one way into it, but the easiest thing to do is just to click on the L and R boxes at the RHS of the waveform display. You may kick yourself now...
But you appear to be correct about the manual - I can't see it in there either. But that goes for so many things that it's hard to list them all...

_durin_ Oct 23, 2013 10:09 AM (in response to SteveG(AudioMasters))You can enable the Audition 3 style default behavior under Preferences > General > Allow Context-Sensitive Editing. This turns on the drag high or low to select that particular channel.
When a selection is made across both channels, you may also press the up/down arrows to change which channel is isolated. SHIFT+CTRL/CMD+L/R will also quickly enable or disable a channel. (There are additional shortcuts to address 5.1 files.)
And as Steve mentions, the [L] and [R] buttons (or whatever channel labels apply to the file you have open) in the vertical ruler to the right of the waveform may be clicked on and off to toggle the selected status.

_durin_ Oct 23, 2013 10:28 AM (in response to SteveG(AudioMasters))You won't hear me unnecessarily raving about the documentation, but I found several of these methods explained in the Help by selecting Editing audio files > Selecting audio > Specify which channels you want to edit.
That said, the first two images showing how to make a time selection are displaying bookmark reshuffling from Acrobat or something. Whoo. I'll send an e-mail to the doc team.
