I couldnt install flash player plug in thru firefox and IE

I couldnt download or install Flash Player plug in using firefox and IE. CAn you help me?

What exactly means "couldnt"; do you get any error messages?

Notification states "insufficient permission". and that I should log in as Administrator.  I log in as Administrator but still wouldnt install Flash player because of the plug in notice.
