Could not find good examples CC Lightburs 2.5 for AE, all tutorials mostly for Photoshop.
Is it supposed to be 2D or 3D composition?
It works in a 2D composition. How is it not working for you? You apply the effect to the layer and then move the source point to your desired location.
If you're not understanding how to work with it, then you need to slow down and get a solid foundation in how to work with AE. Here's a great resource that should get you well on your way to knowing how to use After Effects.

I can’t understand how to direct rays. When I put the effect on my image (window) I’m getting rays shining in all directions. It looks like the source of light is placed right on window glass, that looks flat. On the image above it looks like the source of light is behind the windows.
Once you get a bit more familiar with how to use After Effects, this will be very simple for you.
Basically, in the Effect Controls panel, you need to move the location of "Center". This will let you simulate the light source's position.
