Flash isn't installing on Firefox. What's going on?

After installation completes, I open Firefox and it states i still need Flash, and that it isn't installed. I originally tried on Firefox 23.0 then upgraded to Firefox 25.0 and the same thing occurred. I am running Windows 7 Ultimate 64-bit.
