You can, just not with Flash Player. Android dropped ALL support for Flash last Summer. There are alternatives, such as Dolphin Browser that will play Flash content.

Several people have said that Flash Player can be "sideloaded" as well, but neither Android nor Adobe support or endorse it. A Google search will present you with numerous pages that have instructions.
