I've looked in the list of recently-published products and - if it's the one I think it is - it's showing in the Adobe Exchange Panel for me (see "What's New" at the bottom):
To answer your question - no, there should be no delay. As soon as your product is published, it should be available for all users to download.
If your product is indeed still missing from the list shown in this image, can you tell us the name of your product so that we can find out what's gone wrong?
If the product is not showing up for you in Photoshop but it is in the image above, please tell us the exact version of Photoshop you're using, and on what OS.

Yes, my product does show in the screenshot. So, it looks as if the problem is that it just doesn't show for me. I'm using CS6 13.1.2 X 64

Thanks for sharing the version of Photoshop you're using - this helps a lot. The reason your product is not showing up in CS6 is that your product is a "non ZXP" product - and these unfortunately are not compatible with CS6. When you uploaded the file in the first place, you would've had to specify compatible Adobe products in a dialog containing lots of checkboxes - this would not have contained any CS6 products. Assuming you uploaded a ZIP file, Extension Manager CS6 doesn't know what to do with this - so it can't be installed by a CS6 product.
Extension Manager CS6 can only install products which are packaged as ZXPs. Extension Manager CC, on the other hand, now supports installing all kinds of content from Adobe Exchange, from ZIP files to PSDs and EXEs.
So, you really have two options -
You can either keep your product as CC only - which will mean it'll only be available for users of Photoshop CC and later.
...or you can re-package your product as a ZXP file and upload the ZXP to Adobe Exchange. In this case it'd probably make sense to retract the already-published CC-only product, so that you have just one product that can be downloaded by all CS6 and CC users. (Documentation about packing ZXPs here: http://www.adobeexchange.com/resources/7)
If you decide to package a ZXP file, probably the easiest way to do this is using Adobe Exchange Packager - which can be downloaded from here http://www.adobeexchange.com/resources. After installation, Extension Manager will unpack the ZXP to wherever you specify, leaving your end users with the intended file.
