Can not install Flash due to Lack of Permission

I have tried everything under the sun to install updates to flash and it always give me a lack of permissions error message. I have tried everything. I have Windows 7. I set up an administrator acount, disabled security software, tried to run as administrator from the icon etc.... No luck. I need help.
