flash player issues

I have a Toshiba Satellite C855D-S5344 laptop and I can't get the flash player to work. I have been on the trouble page and clicked on where it says if I can see this movie Flash is already installed on here..........i can't figure this out...help please

What browser do you use? (Internet Explorer, Firefox, Chrome, Opera, Safari)

I have Windows 8 on my laptop. And use Internet Explorer for my browser.

Flash Player for Internet Explorer in Windows 8 is proprietary to IE, embedded by Microsoft and maintained by Microsoft.
