Flash player no plugin loaded

Downloaded flash player but only shows 6 MB should be 16 MB player plug in does not load. so unable to play videos etc. The help site says it is not installed. This problem only started after IE 11 loaded. Before upgraded to flash player 11.9.

Windows 7 IE 11 which I use for browsing.

6Mb is the installed size OF THE PLUGIN.
There are several associated files in the Windows/System32 and WOW64 folders that make up the other 10mb. See mine here:
