Google Chrome has its own “proprietary” build of Flash Player, called PepperFlash. It’s modified and embedded in the browser by Google, and functions independently of the ActiveX plugin in Internet Explorer or the standard plugin used by Firefox, Opera or Safari. Making changes to Chrome has no effect on other browsers for this reason.
See: Enabling Flash Player in Internet Explorer and: ActiveX Filtering in Internet Explorer to make 100% sure that Flash Player is enabled and NOT being blocked by ActiveX controls.
