The differences are myriad.

A few:

  1. PrPro has Sequences within a single Project - PrE only has a single Timeline, per each Project.
  2. PrPro allows for custom Sequences, to accommodate almost any source material - PrE only allows for more "standard" source material.
  3. PrPro allows Nesting of Sequences - PrE does not
  4. PrPro allows better editing from mixed source material - PrE is much more limited
  5. PrPro does not author DVD/BD (CC needs Encore CS 6 to do so) - PrE allows for rudimentary authoring
  6. PrPro uses CUDA for MPE - PrE does not

You must have a computer that will run the program before you may download

Adobe's MINimums http://www.adobe.com/products/premiere/tech-specs.html

-Programs won't display if they will not install on your computer

-http://helpx.adobe.com/creative-cloud/kb/all-apps-displayed-aam.html

Note that the MINimums on the tech-specs page are to install the program... actually USING the program for EFFECTIVE editing requires a stronger computer

Click the big red A at the top left to go to the products page and navigate to Premiere Elements... somewhere there you will find the link to download the Premiere Elements trial... which is NOT a part of the Cloud

PProCC is a monthly fee "forever" - stop paying and the program stops working

Here's how I describe them in a broad overview.

Premiere Elements is a consumer editor designed for those with little or no experience or training in video production.  It's feature set is limited by comparison.

Premiere Pro is a professional NLE designed for those with the appropriate training to edit in a professional environment.  It's feature set is vastly more complex.
