Flash Player does not work after installation

I have successfully installed flashplayer multiple times and it will not run (you tube says that I need to install it) and cannot verify which version is installed.  I am running windows 7 (64) and internet explorer 11.  I have tried all the fixes on the site and completely deleted flash player and reinstalled it along with internet explorer with no change.

IE11 has been causing a lot of problems because a lot of sites don't recongize it yet (and thus, the plugins it uses).

Things to look at first:

Enabling Flash Player in IE

ActiveX Filtering
