cannot install flash player.

i have tried to download and install flash player at least 50 times. it all seems to work as it should and comes up finished. but at soon as i try to watch a video or play certain games i get the message " latest version of flas player required". it is enabled as is jave script. i am using latest version of ie on windows vista.
