Can't download/update Flash

I can't download Flash Player. It gets to 50% and then says "Download error". I've tried uninstalling it and re-installing it, but it only made things worse. I can't re-install it, so I don't have it anymore. It gets to 4% then says there's an error.

I've tried doing what the troubleshooting page says but it hasn't helped at all.

I have a Mac OS X 10.8, I'm using Safari version 6.

Okay, it's not a Flash Player problem. That's the good(?) news.

The bad news is what the problem is really caused by.
