I am trying to just upload one layer that shows a shirt, but it won't let me change it to a jpeg. I will try to upload the original jpeg and see if that works.

Here's how:
Use the Eye Dropper Tool to select the color you want the yellow spots to be:
This is the color I sampled:
Then, choose the Color Replacement Tool hidden behind the brush tool:
Then, using a large radius brush, brush over the areas you want to correct:
