Flash installation problems caused by internet explorer

I am running Windows 7 64 bit.        I tried to install flash player yesterday, and mid way through the installation it asked me to close internet explorer.    I have done this several times, but it keeps asking me to close internet explorer and not allowing the installation to move forwards.    It asks me to close internet explorer even when it has not been running.

Any suggestions?   I am running internet explorer 11.
