Specify what "refuses to work" means.
What exactly happens when you double click the file?

There is a widely known (now) problem with Internet Explorer 11, which Microsoft has been aware of since October 18 when they released it. The pages (Yahoo, facebook, BBC, CBC, ESPN, NFL, NBA, etc.) can't recognize the browser, so they don't recognize any of the plugins, like Flash Player. So far, Microsoft has made NO indication that they have any plan to fix it soon.
Microsoft's recommendation is to use Compatibility View for affected pages, and "pretend" you're using an different browser. Trouble with that is it has seen limited success at best, and you have to individually enable it for EVERY page that has problems.
I'm not big on "pretending" so I recommend actually using another browser, at least until Microsoft gets their act together and fixes IE.
ANY of those will work where IE11 won't, with the Flash Player Plug-in (For all other browsers), and Chrome doesn't even need that because it has its own Flash Player plugin built in.

BUT, Mike M, your comments don't explain the fact why I can run Adobe Flash Player 11 on a 2010 e-Machine with Windows 7 and ie 11 just fine, whereas same flash player won't install and run properly on a 2010 Dell laptop, also on Win 7 and ie 11.
This tells me the prb is NOT ie 11. Is is possible there are sfwe issues between Windows MacroMedia player and Adobe flash player.
When I look in Manage Add-ons in ie 11 on laptop, which fails to run Adobe flash player, at first Shockwave it doesn't appear in the list. When I retry Manage Addons, Shockwave appers in the list. When I open it to view details, file location is C:\Windows\System32\Macromed\Flash
It appears Windows is downloading Adobe flash player to a Macromed directory, disabling it???
