Activated DRM with app that didnt work, so I deactivated DRM and removed app. Tried different app, but new app wont let me reactivate DRM. Who do I talk to?

It may have half deactivated.
If you have ADE installed, type ctrl-shift-D (cmd-shidt-D on Mac) to it to completely deactivate, then try activating again.
