I have 4 timelines, three of which use PCM audio, and one uses Dolby Digital. They are all in the right format before importing to Encore, and they are all listed as "Don't Transcode".
If I set the project default transcode settings to Dolby Digital, the sum of my 4 timelines is 25.14 GB.
If I set the project default transocde settings to PCM, the sum of my 4 timelines, is 23.61.
Default transcode settings should have no effect, except on the menus. The menus are silent, but I believe the spec requires a silent audio track, right? Because of that, I want the menus to be PCM, so that when the user plays 3 out of 4 titles, their HDMI receiver doesn't have to switch modes.

Everything you add to a disk uses some space. I generally start with the belief that disks that do not appear to hold as much as they should are a problem of how Encore reports the sizes. In the project panel, Encore reports GB, as you might see in Windows explorer. But in the build panel, Encore puts GB after it, but is reporting bytes. See my comments in this thread.

I don't know how this applies to Encore's calculations/comments about bluray.
I do not know how it applies to the current version, but Encore has padded Bluray estimates (making it hard to fill the disk) and in some cases, broken up files during the build and potentially added size.

That's interesting about the decimal vs binary units. Stupid for one software to use both, especially with the same notation. Maybe that's what's happening, because 25.14 GiB = 23.41 GB, which is pretty close to the number I'm seeing. But I'm using OS X Mavericks, which uses decimal units in its file system, and all my assets measure as 22.99 GB there. BD disc capacities are typically mesaured in decimal, so there are 25 billion bytes available.
Anyhow, changing the project default transcode setting should have no effect on the file size of transcoded assets.

On a related note, you are the first Mavericks user who has not reported Encore experiencing one or another serious problems. What version of Encore are you running? (full number; most recent is 6.0.2.004)

I went ahead ignored the error, built an ISO using Encore, then burned and verified it using Toast. The ISO is only 24.17GB.
But the disc won't play on my Samsung BD-C5500. I know that player supports BD-R discs, but I'm not sure what the problem could be. Encore's "check project" panel shows 2 additional warnings, but I don't think they matter. "End action won't execute because of end action on the final chapter point". I'm aware of that, and the only option is to delete the end action. Either way, shouldn't matter, right?
Is there any software that can check a BD disc structure for problems, so I'll know whether to blame Adobe or Samsung? The disc plays fine in "Mac Bluray Player" and VLC.

The "end action won't execute" shouldn't matter, but it may.
I don't know of a program to check BD structure.
