problems installing flash player

hello I'm trying to install flash player my pc is 32 bits, 3200 AMD SEMPRON, AND 512 GB. but when I start installing appear one window with this note, ( windows cannot access the specified divice, path or file. you may not have the appropriate permission to access the item.)

there is somebody can tell me what I have to do I just recently format my pc with WINDOWS XP HOME EDITION.
