Adobe Flash Player TOS only in Arabic?

Why do Adobe Flash Player 11 Terms of Service appear in Middle Eastern language? No English option makes installation impossible. Have snapshot but can neither import nor insert it into this question box. Encountered with Mac OS 10.6.8 using Safari 5.1.10 and Firefox 25.0.1 January 8, 2013 @ 2:30 am CST.

The TOS open in Arabic but are available in many languages. If you cannot see language options, try viewing it as a PDF file. You should be able to click on your preferred language from the listing in the right panel.
