troubles installing flash player on my mac

I get to the third and final step of downloading and installing the flash player and I get a "blocked plug-in" message how do I disable it so I can complete the installation process?

Do a complete "clean Install".

They're from 10.7, but the steps are the same for 10.8 or 10.9.
