Shockwave Flash player does not appear in IE Add-ons

I am unable to view Flash objects in IE 10.0.9200.16750. I browsed to http://helpx.adobe.com/flash-player/kb/flash-player-issues-windows-8.html, and clicked the "Test Flash Player" button, and this is what I get:

Either Flash Player is disabled or ActiveX Filter is ON.

Please follow trouble shooting steps to play Flash content.

ActiveX Filtering is turned off.

When I go to the Manager Add-ons, and select "All add-ons", Flash is not listed. Any ideas?

Try repairing IE: http://support.microsoft.com/kb/318378

You CAN'T download Flash Player ActiveX for Win 8 from here. There's a Windows Update KB patch that prevents it.

I used System File Checker tool to try to repair missing or corrupted system files, but there were no issues found. I also tried to reset IE settings with no difference.

I will now try to reinstall IE
