Flash Player Disappears After Install on MB Air

I have a 2012 MacBook Air 11" running OS X 10.8.5. I am trying to install flash player on it. Every time I do (this is the sixth or seventh time) it runs through the install up to about 51%, then jumps to 100% and says it's finished. Only after it's finished, I can't find it anywhere. It does show up in my system preferences and says it's installed and up to date, but whenever I go to a site it asks me to install the flash player plug in. I've uninstalled and reinstalled many times. I've cleared cookies, I've ensured the "enable plugins" box is checked, all that. Still it won't work.
