That is just the Doc Type. Your encoding would something like
this:
<meta http-equiv="Content-Type" content="text/html;
charset=utf-8" />
Unfortunately CF6 ignores that meta statement when submitting
forms and uses
utf-8 even if you have a different encoding set in the meta.
I thought it
had been fixed in CF7, but won't swear to it as I use utf-8
for everything.
