Flash Player issues

I am trying to install Flash Player on Windows 7, IE11, while doing so am told IE must be closed to continue. IE is closed.

When I open Control Panel it shows a Flash Player icon for 32 bit, why is it in Control Panel. When I open Programs and Features Flash Player is not Present. When I use Adobe to check for current version it comes back that Flash Player not installed. I have followed troubleshooting steps to no avail;.

When I try to use an application that requires flash plyer I get a message indicating that flash player is either not installed or needs to be updated.

Need help to resolve issues.
