Assume you are using Motion for the scrolling.
A Linear Wipe Transition may be useful as well. Set it to the area you want to display.

You may size it any way you want, but this will restrict the title to scrolling in just the area you want.
There are many ways to skin this cat, because you could simply scale down the title. But this way, the text is the same size as the way you put it in.

I didn't see your post when I posted my video. so I didn't chose thirds, I used 1/4 from the top and 1/4 from the bottom, but still, you get my point, right?

Personally I would create the title as per dimensions of the sequence and scale and position it as per requirement... then add the "area display".

The problem is that if you are scaling it 50% for example, you have to make the font twice the size you want it to be if you scale down the title. Not a bad choice and probably quite common.
But if you plan ahead and make the title the right size to begin with, you don't have to think about the font size. Just make it the size you like it based on what is showing up in the background, assuming you are in the habit of see the background.

Ah, well, that is a fine question, except I normally use After Effects for such things and not Photoshop. It is easier to move a specific number of pixels per frame and get less jumpy text than using percentages.
So I would make my comp the size I wanted to scroll, instead of the frame size of the video.
But if Photoshop is the way you want to go, then a matte in a nested sequence does the trick.

Size, dimmensions have nothing to do, you can make the area
whatever size, the is the scroll INSIDE THAT AREA!

If you already know how to scroll text, you don't need to know anything more except that before you create the title in a 1920X1080 sequence, make sure you know exactly how big you want the text window to be, and make your title that size. For me, it was 960X540. I just changed 1920X1080 to the size I wanted. After that, it is a simple matter to create the scrolling.
