I have changed passwords several times and each time I get a automated response from Nook which reads "User Not Identified". What am I doing wrong?

ADE and various associated programs/devices wont accept strong passwords,
Only passwords with just alpha (a-z, A-Z) characters and numbers (0-9). No punctuation, accented characters, special characters etc.
Very bad security form, and really confusing as Adobe allows you to create them and doesn't give a warning that you can't use them.

Thank you for your comment. That's information I did not know, and will now remember. However, the last password I used was nine characters long and consisted only of numbers and alpha characters. Still no go. Could it have been too long?

I'm not sure about password length issues.
What sort of a Nook? Tablet or dedicated ereader.
If it is a tablet, try installing the Bluefire app and registering that with your Adobe ID.

It is a Nook HD. When I try to open a book it goes to ADE and asks for user ID and password. When I submit the id and password it goes to a pop-up that says dialog error and user not activated.

It's a NookHD and I just found something which says it's not compatible with ADE. Thank you so much, though, for your help in trying to figure my problem out.

Nook HD should work using Bluefire or similar app.

Adobe Digital Editions does not generally recognize tablets, only dedicated ereaders.
For a tablet, install compatible Adobe DRM ereader app. I suggest Bluefire; also consider Akdiko or Overdrive but some people have issues registering them. Some tablets come with such an app preinstalled. Authorize the tablet from within the app to use your Adobe ID (details vary from app to app, usually somewhere within Settings)
The tablet may well be able to download books without use of ADE at all. If you do want to transfer books from ADE/computer, use a file manager (Windows Explorer, Mac Finder) to copy to the tablet as mounted drive, or use a utility such as Dropbox.
