In both of your scenarios, the application requires to check the logged in user, so I think one of the following workarounds may help:
1) Try deleting the following file and trying the workflows again:
C:\Users\USERNAME\AppData\Local\Adobe\OOBE\opm.db
2) If the above does not help, please setup logging for Photoshop and send the generated files to lesavage at adobe dot com
Go to the Start Menu and type in ‘regedit’
Click regedit.exe from the Programs listNavigate to Computer\HKEY_CURRENT_USER\Software\Adobe\CSXS.4
Increase the LogLevel to 6
Repeat the steps again and the log file will be generated at: C:\Users\<username>\AppData\Local\Temp\csxs3-PHSP.log
Finally, what version of Photoshop are you running and can you take a screenshot of the message that you are seeing in Photoshop?
